Another term for federal employees is Civil servant
The term 'Civil Servant' is coined because the salary that paid to the Federal employees is taken from the tax payers paid by the civilian.
And since the main duty for the federal employees is to make sure that the civilian obtain maximum 'wellness', the term civil servant is embodied this duty.
