How do atoms form a new substance

When atoms combine to form a new substance, they are forming chemical bonds that bind them together. It is these bonds that define what is formed. The nature of the bond formed is dependent on the conditions in which the chemical reaction is taking place. For instance both diamond and graphite are made of carbon atoms
