The articles of confederation didn't allow the government to tax states. The articles of confederation wasn't set up under a federalism. The federal government wasn’t able to do much without the unanimous approval. I hope this help's you. Good luck!

Articles of confederation did not allow the gov to tax states and was not set up under federalism. This the fed gov couldn’t do much without unanimous approval from the states
