When the Freedman's Bureau was developed, it was met with opposition. The bureau wanted to provide help to the newly freed slaves. One of the people who opposed this project was Andrew Johnson. Johnson gave several reasons for his opposition. He argued that the financial burden was too high, especially after so much money had been spent during the war. He also argued that the legislation interfered with states' rights and that it gave African Americans preference over other groups.
