Why did President Hoover fail to take action during the Great Depression?

Hoover saved $500 million in 1932 from congress to use for unemployment relief, but the amount wasn't enough. He then set up the president's emergency committee for employment to help agencies who organised efforts but still didn't help the cause directly because of his "self-help policies".
