What does Lincoln tell the people who are to be freed to abstain or stay away from in the emancipation proclamation

Lincoln told freed slaves to "abstain from all violence, except in necessary matters of self-defense". Lincoln was probably trying to prevent slaves rebelling on a large scale, because it would probably just add more complications to the Civil War.
