At the time African Americans had not, at least according to Andrew Johnson, requested the right to the vote. Johnson also argued that the Federal Government lacked the authority to grant African Americans that right. Johnson vetoed many attempts at civil rights legislation increasing frustrations among congress and setting the stage for his impeachment.
