Yes the ratio will remain the same

There are 18 bulls and 45 cows, 4 will be added to both of those meaanningg:

18 + 4 = 22

45 + 4 = 49


Since its asking the ratio bulls to cows it would be:

22:49

If it was asking cows to bulls the ratio would be:

49:22
