What made trading ventures in different countries so difficult?

Different countries have different laws, which means they have different regulations when it comes to trade. Generally, countries will want these regulations followed, which means that the trader is either operating under two sets of regulations, which are sometimes conflicting, or needs a diplomat to settle an agreement between the two countries.
