The Act which addresses this is THE RESOURCES CONSERVATION AND RECOVERY ACT [RCRA]. The act was passed on October 21, 1976.
The RCRA Act gives the Environmental Protection Agency the power to control hazardous wastes from the moment they are generated to the point when they are finally disposed of.
