The correct answer is D. drought.
Droughts are considered to be natural disasters given that they occur when there isn't enough rain or moisture in the soil. Politicians cannot (yet) affect droughts, so that is the only option which is not considered to be a political disruption to food distribution, whereas wars, sanctions, and refugees are.
