You need to find the unit price of one bead in each of the 3 given cases.
If that unit price is in any one case over $1, reject that case.

Example: If you'd pay $12.00 for 1000 beads, the unit price is $12.00/1000 beads, or

$0.012 per one bead. Is this more or less than $1?
