A number of democratic countries around the world have already instituted compulsory voting. In the 1922 Australian elections, officials were dismayed when voter turnout dropped to a dismal 59%. In response, the Australian parliament passed a law requiring all eligible citizens to vote. They supported the law with a penalty people who failed to vote were fined (currently $20). In the following 1924 election, voter turnout in Australia had climbed to 91%, and it has remained around 95% ever since (Evans 5, Galston). By any measure, the law has been a smashing success.
