What is the relationship between liberty and faction? how would thomas jefferson respond to a regime that attempts to control factions?

Jefferson was more worried about an overbearing government than groups. For Jefferson, intermittent wrong was something that we should live with, as opposed to submit to an administration that unavoidably and hopelessly makes abusive conditions. He had no issue with groups. Jefferson trusted all around educated subjects with their own particular government.
