What set Pennsylvania apart from other colonies?

The answer to this question is It's effort to attract people to different ethnicities.
In addition to English Quakers, Pennsylvania attracted several ethnicities that find a place to escape the religious wars that happen in their hometown, including the Welsh, the Germans, The Scottish, and the french. Not only that, several tribes of native americans were also allowed to settled under Pennsylvania jurisdiction.
