The problem here is incomplete, but I found a problem online that must be the same to this. The picture is attached. The figure shown is a stemplot. The numbers to the left of the bar is the stem, while numbers to the right are the leaves. So, if you want to find 10.1%, find the row where the left number is 10. Then, find the corresponding 1 among the numbers to the right. That is 10.1% for the older folks living in Colorado.
