For this equation, the y-intercept is 7
(the y value when x=0)
The problem asks for the equation of a parallel line (so, slope = 5) with a y intercept of 3.
It must be: y = 5x + 3

That would be 5
y = 5x + 3 is of the general slope intercept equation form y = mx + b where m = the slope.
