Most governors when presented with a few lines in an appropriation bill that they dislike are allowed to take which unique action

They can issue a line item veto. This is unique to them because the president cannot Veto like that if he wants to. It used to be allowed but it is not allowed anymore to prevent exploitation and power plays by presidents. The governors can however line item veto as much as they want.
