The articles of confederation are the document that was unanimously adopted in 1781 and gave most of the governing power to the states. The continental congress accepted the articles of confederation which is the first constitution of the united states, on November 15, 1777. On the other hand, approval of the articles of confederation by all thirteen states did not happen until March 1, 1781.
