He has to lower it by 25% so that to get 36 kg:

x - (25%).x = 36

x - 0.25.x = 36

0.75.x = 36
Divide both sides by 0.75

x = 36/0.75

and x = 48 kg (original weight)

original weight = 48 lbs

double check:
48 * 0.25 = 12

48 - 12 = 36 lbs
