The answer to this question is a state-centered approach toward federalism.
The Rehnquist Court favored federalism and social liberalism over conservatism. In a lot of it's cases, the Rehnquist court seems to favor the side that is pro Government intervention in aspects of society and leave lesser room for the private sector
