y = 1/2x - 7...slope here is 1/2. A parallel line will have the same slope.

y - y1 = m(x - x1)
slope(m) = 1/2
(-3,-2)...x1 = -3 and y1 = -2
now we sub...and pay close attention to ur signs
y - (-2) = 1/2(x - (-3)....not done yet
y + 2 = 1/2(x + 3) <===
