I usually line them up first.

Then you go from the closest to the zero. So it would be the two 2s. They are equal so you go to the next number. Which is 8 and 9, 9 is bigger than 8 so that decimal is clearly bigger. But if they were the same again, you would continue to go down and compare the numbers until you find what you're looking for.
