The answer to this question is: (B) evaporation is necessary to the water cycle and precipitation is not always necessary.
In water cycle, the fastest way for nature to distribute is through the rain. Before the rain could happen, Evaporation from the water surface on the earth is necessary to transform water into air that will become the cloud. After that, the clouds will undergo the condenstaion process and transformed into rain.
