Why was slavery introduced and allowed in Georgia during the trustee period?

Once Egmont retired in 1742, James Vernon became the indispensable man. Vernon had only missed 4 of 114 meetings during the last 9 years of the Trust and supervised the removal of many things. Such as restrictions on land tenure, rum, and slavery.

I don't know if that narrowed things down
