Why does Hamilton think judges should be appointed permanently rather than on a periodic basis?

D. Periodic appointments would destroy a judge’s independence.

He believes that this would make them more independent since they would work regardless of the party and would therefore protect the people and the constitution more efficiently. If they could be changed, they could just do what the parties want them to do so as to stay in power.
