What steps did Diocletian take to restore order and reform the empire

He divided the empire into two main administrative divisions. He ruled in the east at Constantinople and appointed a co-emperor to rule in the west at Rome. He also appointed successors and assigned them two further divisions of the empire. This allowed them to better defend the borders from invading Goths and Germans.
