Why did the Dred Scott decison say voters could not ban slavery?

in Dred Scott decisions, the supreme court ruled that Mr.scott,a slave who can had part of his life in non-slave territory could not sue for his freedom in a federal court beacause either if the person is black and is a slave or free is an african race.
