The Mayflower Compact set up the first semblance of governance for the new settlers. This allowed for the citizens to set up a colony that created laws that were considered best for the entire population of settlers. It was set up to make sure that all citizens were bound by some sort of agreed-upon rules, because many feared that the lack of an official charter would give some settlers the belief that there were no laws in place to check their actions.
