The 28 students represent 100%
The 18 students represent x%
Then we can write=28%/18%=100%/x% or 0.28/0.18=1/x
(cross multiplication)
x = 0.18/0.28 = 0.6428 or 64.28 %
Or a shortcut (18/28).(100) = 64.28%
