A case can move between state and federal jurisdictions when state laws are in conflict with federal laws, and certain claims are limited to federal court only explicitly stated in the Constitution or by Congress. A federal court can consider state law claim when such cases involve both state and federal laws. Claims based upon federal laws will permit a court to take over an entire case.
