Because the criminal justice system is not concerned with compensating victims, it's concerned with punishing criminals. A criminal trial has nothing to do with the victim at all. A criminal trial is a state versus the perpetrator/defendant, and as such, any penalty is due to the state. The victim must sue in a civil case if he wants to have compensation
