The transformation is already given. If the coordinates is originally (x,y), you'll just copy the x-coordinate, and take one-third of the y coordinate. For example, for point D(1,3), the transformed coordinate would become D'(1, 3*1/3) = D'(1,1). If you look at it visually, the point doesn't move horizontally, only vertically.
