It is the Louisiana Purchase. The Louisiana Purchase was the last mentioned, a settlement. The Constitution particularly concedes the president the ability to arrange settlements which are exactly what Jefferson did. The reality of the matter is that the Constitution does not particularly approve Congress, not to mention the official branch, to buy arrive from different countries.
