Massachusetts was the place where Williams was persecuted based on his religious beliefs and was banned from Massachusetts Bay Colony so he founded Rhodes Island and declared complete religious freedom here. Because of this liberty the Jews also settled here and founded the Newport city. Penn also promoted this freedom for Quakers who were persecuted in Britain and helped them move to Pennsylvania in large numbers. He also made it easy for people of other origins to live there and that diversity brought more comfort for various communities like Indians.
