Unitary systems, have the greatest centralization, meaning the central system of government has all the power. A Confederate system is the opposite of a Unitary System, there is not centralized system of government, no one holds all the power, instead there is a loose affiliation between smaller governments. A Federal system is the middle ground between a Unitary and Confederate system. A Federal system has a mix of centralized and smaller local governments which both hold some power.
