Start by dividing by 7. (You want to isolate the absolute value)
Now it's |-7x-3| = 3
Now we have 2 possibilities:
-7x-3 = 3
or
-7x-3 = -3
evaluate, and you have 2 possibilities: x = 0, or x = -6/7
