Moderate republicans supported Lincoln and his 10% plan that allowed the states to rejoin if 10% of people voted for it in a voter. The radical ones wanted them to have a majority vote where they would have to state that they never even supported the confederate forces which would humiliate them. The moderate ones won in the end.
