The total area of the paper is 40*35=1400 (cm^2).

The area of each shape is 4*5=20 (cm^2)

This means that we can cut: 1400/20= 70 shapes.

Remark:

40 is a multiple of 4, and 35 is a multiple of 5. This assures use that the whole paper can be used, if

we divide the length into 40/4=10 equal parts, and the width into 35/5= 7 equal parts, as shown in the picture.
