This is because when you are rounding to the tenths place you use the number in the hundredths place. If the number is lower than five (which in this case, it is) the number in the tenths place stays the same but if the number in the hundredths place is 5 or greater you round up...I hope this helps if you don't understand I'll see if I can explain a little better
