The answer is actually C, Stephen Austin. His father, Moses Austin, came up with the idea of having Americans settle into Texas, but it was Stephen Austin who carried this out. He brought 300 families, now known as the "Old Three Hundred."
Sam Houston was known as a war hero fighting for Texas Independence, which is unrelated.
