How to write 0.000028 in scientific notation?

for Scientific notation you want to have the first non-zero digit before the decimal point. So count how many places you need to move the decimal point to the right and this will be your exponent.

2.8 x 10^-5

If you moved the decimal to the left the exponent would be positive.
