It's y<-2x+3 since the y-intercept is positive 3 and the shade is below the line which means it's less than

Since there is a point (0,3) on the line we can say:
y=mx+3, using any other point we can find the slope, m
-1=m(2)+3
-4=2m
-2=m
So the line is:
y=-2x+3
Since the shaded region is below the line:
y<-2x+3
