Why did some Americans say the United States had a pair of presidents during FDR's presidency?

A) because FDR shared his decision-making powers equally with the vice president

B) because FDR brought about so many reforms that his accomplishments were equal of two presidents

C) because FDR's wife was the vice president and helped him to achieve his political goals

D) because FDR's wife was poltically active and worked to improve the quality of life for Americans

I know from other questions that FDR's wife made a lot of decisions due to his polio.

It could be D I'm not 100% sure but I'd call it the safest bet.
