How has Western Europe responded to its declining birth rate?

It's mostly been done through immigration. The number of the people in the workforce has been going down and it's been solved with immigration because a large number of immigrants are capable of joining the workforce. Also, there's the EU policy that member countries can exchange workforce without having special visas so that helps too.
