The answer to this question is War Powers Resolution. War Powers Resolution or also known as War Powers Act is a law that checks the President’s Power / Role before the United States forces to take action. War Power Resolution was enforced on November 7, 1973. In this legislation it allows the President to send the Armed forces when the Congress had declared war.
