The surface salinity is greatest near the Equator. More precisely. In the Pacific ocean the greatest surface salinity is immediately south of the equator, between the Equator and the Tropic of Capricorn. In the Atlantic the surface salinity is greatest immediately to the north and south of the Equator between the Tropic of Cancer to the north, and the Tropic of Capricorn to the south.
