The answer would be New Jersey. From 1996-2006, New Jersey has the highest number of people infected with HIV for injectable drugs. New Jersey had tried to prevent such incident thru the Bloodborne Disease Harm Reduction Act. However, this had caused more problems than cure. More and more people were infected
