Piggy blames Simon's behavior for what happened and claims that he participated because he was afraid not to.

Ralph feels a lot of guilt, and regrets that he had any part in his friends death.

Well, Piggy blames Simon's own crazy behavior for the event and claims he participated because he was afraid not to.

While Ralph on the other hand doesn't take the easy way out.... he feels the guilt, and regrets the part he had in his friend's death.
