Option B represent the same coordinate pairs.

It means at x=-1 the value of y is 4, at x=0 the value of y is 4, x=2 the value of y is 3, x=4 the value of y is 5.

According to the arrow diagram,

At x=-1 the value of y is 4, at x=0 the value of y is 6, x=3 the value of y is 5, x=4 the value of y is 5.

It is not same as the graph.
